The Lower bungee cords are very tough, meaning that an external influence may have impacted the integrity causing the snap.
The Bungee cord can be replaced: take a look at the following videos and advise if you are happy to do this or whether you would like it to be returned so that we can action the repair.

Instructions
- Using a Pozidriv PZ1 Screwdriver, remove the bracket connecting the chassis and lower assembly
- Remove the lower assembly as a whole, and then remove all screws holding the outer casing on
- Press down on the inner casing to release and remove, also remove the springs
- Feed the existing bungee through the front axle
- Trim the bungee to remove the lower bungee plugs
- Carefully use a sharp blade to remove the lower bungee plugs from the cut offs of bungee
- Remove the existing bungee and transfer the lower bungee handle to the new handle
- Dip the ends of the new bungee into washing-up liquid
- Feed each end through the front axle and insert both lower bungee plugs
- Pull the bungee back so that plugs are fully in the opening
- Replace the handle, inner casing and springs as they were before
- Replace the front wheel assembly and then place on the outer casing
- Screw all relevant screws back as needed
- Finally replace the bracket between chassis and front assembly
